Claim

The Bid Library is the highest-leverage compounding asset Neptune North can build. Every past bid seeds every future one, and every buyer feedback loop tightens future win-rate. It is worth building even before the sample size is large.

Evidence anchor

The Layer 6 competitor set and lens work show that Neptune North wins on capability differentiation and governance rail, not on scale, which means the specificity of past-answer content matters more than volume of proposals. A well-graded library of 20 bids will outperform a poorly-graded library of 200.

Confidence

High on the model and the extraction pipeline. Medium on the model's ability to grade answer quality without human calibration. Expect the Governance Lead to override grades on the first 30% of extracted pairs until the rubric converges.

Counter-view

A more expansive model would add competitor linkage back to Layer 6 firm profiles so that each bid records which of the twelve firms it was shortlisted against. That is a deliberate future extension, not scope creep for the first build. The tradeoff is that the current build ships faster and the linkage can be added later without a schema break, because capability tags and competitors met already provide the join surface.

Implication

After this ships, the natural next step is a Layer 8 Bid engine module that reads reusable Q and A pairs and drafts new proposal responses by retrieving the best-graded past answers as reference material. That is the compounding effect. Every closed bid, won or lost, makes the next one easier to write.
