From bid response to thematic review - the same evidence, the same export

A tier-one UK bank engaged the firm to align its bid evidence library with the firm's regulatory return format so a single export served both purposes.

Context

The buyer was the wholesale division of a tier-one UK bank. Bid evidence and regulatory return evidence lived in separate stores, with separate signing conventions, separate refresh cadences and separate export formats. When the FCA opened a thematic review that touched material also cited in three recent bid responses, the firm faced a reconciliation exercise across two libraries under time pressure.

Challenge

The two libraries told the same story in different formats. The reconciliation was not a factual exercise - the facts were consistent. The reconciliation was a formatting exercise, and it consumed most of two weeks of senior time under thematic review pressure. The exposure was operational, not factual, and the exposure was expensive.

Approach

The engagement built a single evidence library with a single signing convention, a single refresh cadence, and dual-format export - one export shape for bid submissions, one for regulatory returns, both generated from the same underlying rows. The senior signatories signed material once, and the signature record travelled to both output formats without human intervention.

Governance

The governed advantage on this engagement was the elimination of a class of reconciliation work that the firm had come to treat as inevitable. Every signature carried the SM&CR role of the signatory, and both export formats surfaced the role in the shape their consumer expected. The audit line captured every signature and every export, so the firm could demonstrate to any subsequent review that the same evidence had reached both destinations at the same time.

Outcome

The thematic review completed with no findings on the specific evidence in scope. More importantly, the next bid submission and the next quarterly regulatory return both ran through the same library, and the senior time cost on reconciliation dropped to effectively zero. The buyer has since expanded the library pattern to two adjacent divisions.
